The Victron Orion-TR 12/12-18A Isolated DC-DC Converter gives an adjustable 10-15V output from an 8-17V input, at 18A continuous.
An input range starting at 8 volts is unusually low, and it covers a supply that sags badly under cranking. A 12V system can drop below 9V for the moment a starter turns, and a converter with a higher cutoff drops its output during every start.
Twelve volts in and 12 out is done for isolation and regulation rather than any change of voltage. It separates the source from the load electrically, breaking a ground loop or keeping a sensitive circuit off the boat's main negative, while holding a steady output regardless of supply swings.
