The Polyform True Fit 9-inch Fender Holder Kit is a two-pack with three rail mounts and two parallel connectors, fitting 7/8 to 1-inch rails.

Fender fit is the first thing to check. This kit is sized for the F-2, F-3, G-5, HTM-2 and NF-5 fenders specifically. A fender outside that list either falls through the basket or will not seat, so matching the holder to the fenders already aboard comes before anything else.

The modular design is what makes the kit worth more than two separate holders. Three TFR 402 mounts and two TFR 403 connectors join baskets in parallel. That means a two-holder setup now can grow into a longer array later using the same mounts, rather than starting over with a different system.
